Action Alert: Contact the White House in Support of FFVs and Blender Pumps

The American Coalition for Ethanol (ACE) is asking all members and supporters to consider taking action on an important issue. The Obama Administration has recently released “Growing America’s Fuel,” a report of the Biofuels Interagency Working Group, which outlines a strategy to meet biofuels production targets.

ACE is urging all ethanol supporters to contact the White House, thanking them for their support of biofuels and encouraging the Administration to simultaneously pursue an aggressive plan focused on the distribution of biofuels through demand-creating strategies. Specifically, we need President Obama to announce his support for S. 1627, the Harkin-Lugar “Consumer Fuels and Vehicles Choice Act.”

The “Choice Act” is an important piece of legislation that will:

· Require 50 percent of all automobiles in the U.S. to be dual-fueled by 2011, increasing to 90 percent by 2013.

· Help major fuel distributors install blender pumps, which can dispense ethanol blends from 0 to 85 percent.

The availability of these ethanol blends will give consumers a choice in the type of fuel they use in their vehicle. The bill also authorizes grants of up to 50 percent of the cost for installing blender pumps, tanks, and other infrastructure for retailing ethanol-blended fuel.

“Senator Harkin and Senator Lugar introduced The Consumer Fuels and Vehicle Choice Act of 2009 (S. 1627). The bill requires the production of flexible fuel vehicles and the installation of blender pumps, as well as increasing the number of flexible fuel vehicles produced without undue production costs to auto manufacturers. I am writing to ask the Administration to publicly announce your support of this bill.

S. 1627 requires that 50 percent of all automobiles manufactured for sale in the United States be dual-fuel automobiles by 2011, increasing to 90 percent by 2013. This bill also requires that major fuel distributors install blender pumps in increasing numbers of retail fueling stations carrying their brand name. Blender pumps can dispense ethanol and gasoline blends ranging from 0 percent ethanol to 85 percent ethanol. The flexibility in blend availability will give consumers a choice in the type of fuel they use in their vehicles. The bill also authorizes grants of up to 50 percent of the cost for installing blender pumps and tanks and other infrastructure needed for selling ethanol fuel blends.

I appreciated the report you released entitled "Growing America's Fuel" and am encouraged by your support of increased production of biofuels. However, we must simultaneously be concerned with the distribution and use of those fuels as they enter the marketplace. With the passage of The Consumer Fuels and Vehicle Choice Act, American consumers will be able to choose from E0 to E85, and any other fuel formulation in between, depending upon economics, vehicle requirements, and consumer preferences, much the same range of choices motorists in Brazil enjoy. Blender pumps allow for consumer choice and overcome the objections of small engine manufacturers and others that desire clear gasoline. The combination of blender pumps and flexible fuel vehicle production standards will open a lasting market for advanced biofuels.

Please make your support of the Consumer Fuels and Vehicle Choice Act (S.1627) public and encourage other Senators to join Senators Harkin and Lugar in co-sponsoring the bill.”
